This study done 14 years prior validates Secretary of Defense Pete Hegseth's points on 14 JAN 24.
Background: I was tasked with then Director of ARCIC LTG Mike Vane to study if the officer corps was too bloated, and if so what was its impact in context of other armies in history.
LTG Vane loved it (we would spend evenings on our blackberries going back and forth about it), and after he approved, he had his staff do an EXSUM briefing of it. He then went around briefing it throughout the Army. It was not well received because of what it said about the US Army.
Furthermore, the reforms mentioned in the study were considered to hard and politically tough to do. Shortly thereafter, LTG Vane retired.
Ironically, this study has been validated as factual and well researched by several military historians.
